The Bundesrat deliberated on 12 June 2026 on the planned Building Modernization Act of the black-red federal government, to which the states have introduced nearly 70 amendment proposals.
The central provision of Reiche's (CDU) draft is the repeal of the requirement that newly installed heating systems must be operated with at least 65 percent renewable energies. In the future, homeowners should again be free to decide which heating system they install, meaning oil and gas heating systems are also permitted. The new law is intended to replace the much-criticized Heating Act of the traffic light coalition and, according to the federal government's wishes, is to be finally adopted by the Bundestag and Bundesrat at the beginning of July.
