Cabinet Approves Tax Reform – Relief for Families Starting 2028

Klingbeil absent due to travel incident

Federal Finance Minister Lars Klingbeil was unable to attend the cabinet meeting because he was stranded on a trip to the USA in South Carolina. Due to a flight interruption, he was unable to take his return flight to Germany as planned, which is why the meeting took place without him.

The government press conference and parliamentary deliberations in the Bundestag are to follow in the coming weeks. The coalition partners have signaled that they intend to plan for the measure in the budget deliberations for 2027, so that initial relief measures could already take effect in 2027.

Reactions from business and politics

Economic experts have mixed assessments of the reform. Tobias Hentze from the employers' Institute of the German Economy (IW) fundamentally welcomes the direction, but calls for further steps to relieve the middle class and simplify tax law. Without structural reforms, the effect remains limited.

Critics from SPD-affiliated economic forums, on the other hand, see risks for the federal government's revenue side and demand offsetting financing through higher revenues from top earners or a reform of inheritance tax. The specific proposals are to be introduced in the parliamentary process.

The measure is part of a larger economic stimulus package that the federal government intends to launch in view of the weak economic situation. The tax reform is intended to strengthen the disposable income of private households and thereby boost consumption.

Until final passage in the Bundestag, changes may still occur. According to the current schedule, the initial relief measures will take effect in 2027, but the full effect for families will not occur until 2028.

What happens until passage?

The opposition announced that it would scrutinize the reform carefully in the Bundestag. While the Left and Greens describe the relief as insufficient, the Union criticizes the lack of a commitment to comprehensive tax simplification.

One thing is certain: under the current plans, the tax relief will be significantly smaller than originally demanded by business associations. For low-income earners, it remains symbolic; for middle incomes, however, it is noticeable.
