Union sharply criticizes Klingbeil's tax plans

Bracket creep at the center

A key point of contention is the issue of bracket creep. The relevant progress report, on the basis of which an adjustment could be made, is usually presented in the autumn. Until then, it remains unclear to what extent automatic tax increases triggered by rising wages should be offset. The Union is pushing for a swift reform in this area.

Supporters of the government's plans point out that non-profit associations would not be affected by the tax plans in any case. Small sports clubs, music associations, environmental and animal welfare organizations, charitable associations, fire brigade associations, as well as local heritage and tradition associations enjoy near-complete tax exemption due to their non-profit status. However, this point plays a subordinate role in the political debate.

Associations remain on the sidelines

The lines between the SPD and the Union are hardening. Sources within the Union say the federal government has so far not presented a convincing overall concept. SPD politicians counter that what is needed is targeted relief for employees and families, rather than across-the-board tax cuts. The role of the FDP leader in this debate is also viewed differently.

Relief measures to the tune of approximately ten billion euros are under discussion. Exactly how this amount should be distributed remains open. Both models with a higher basic tax-free allowance and targeted relief for families or for low and middle incomes are conceivable. The final decision on which proposals will be implemented is expected to be made in the autumn.

Observers view the dispute as the prelude to a heated phase of the tax debate. The CDU's lead candidate for the upcoming Bundestag election has announced that he intends to make the issue of relief a central campaign topic. The federal government is under pressure to remain capable of acting while simultaneously safeguarding fiscal room for maneuver.

The debate is also not complete because further players, such as the federal states and leading municipal associations, will contribute their positions. The financial impact on the federal budget has not yet been definitively quantified. What is clear, however, is that the coming weeks will show whether the SPD and the Union can agree on a common course or whether the dispute will escalate further.
