According to an initial draft for intra-government coordination, the federal government is planning, among other measures, to raise the basic allowance by 2028, but does not provide for an offset of bracket creep in the process.

The initial draft for intra-government coordination indicates that by 2028 the basic allowance is to rise – that is, the threshold above which income is subject to taxation at all. The newspapers "Bild" and "Zeit" report this in agreement, citing the paper that is currently circulating within the government. "Bild" and "Zeit" were the first to report on it.

Specifically, the coalition is planning tax relief measures that primarily target lower and middle incomes. Raising the basic allowance would provide tax relief to employees with lower incomes, as a larger portion of their earnings would remain tax-free. However, the draft expressly does not provide for a mechanism to offset so-called bracket creep – the effect whereby pay raises alone, due to inflation, can lead to a higher tax burden.
