Voters in the Canton of Zurich on Sunday rejected three popular initiatives on housing policy, while clearly approving the SVP's "Stop the Premium Shock" initiative and a constitutional amendment on substitution in the Cantonal Council.
The home ownership initiative, which aimed to make it easier for middle-class families to purchase apartments, was rejected with 73.7 percent according to the first projection. "Die Wohneigentumsinitiative wird demnach mit 73.7 Prozent abgelehnt," the projection stated. The tenant protection initiative, which was intended to prevent terminations of leases for the purpose of re-letting at higher rents, likewise failed to find a majority, with 54.7 percent voting No.

The "Stop the Premium Shock" initiative demands that the tax deduction for insurance premiums be adjusted in the future every two years to the development of health insurance premiums, rather than, as previously, to general inflation. Critics, however, warn: "Die Gegner befürchten Steuerausfälle von 80 Millionen Franken pro Jahr."
Substitution in the Cantonal Council Approved
A constitutional amendment on substitution in the Cantonal Council was also approved. In the future, members of the Cantonal Council are to be able to arrange substitutes for periods of three to twelve months in cases of maternity, accident, or illness.
