CIA Director John Ratcliffe met with high-ranking Cuban officials in Havana this week, marking a rare high-level engagement between the two nations amid strained relations.
US Demands "Fundamental Changes"
The meeting, requested by the US government, included Cuba's Interior Minister Lázaro Álvarez Casas and Raúl Guillermo Rodríguez Castro, a grandson of former Cuban leader Raúl Castro. Ratcliffe conveyed a message from US President Donald Trump, stating that the US is "ready to seriously address economic and security issues with Cuba, provided Cuba makes fundamental changes."
The talks occurred against a backdrop of heightened tensions, including a US fuel blockade that has left Cuba without diesel and heating oil reserves. President Trump relisted Cuba on the US terror list in January 2025, a move aimed at pressuring Havana for economic and political reforms.
