The US has offered Cuba $100 million in humanitarian aid while stepping up pressure on the country's communist leadership.

In a video message on Wednesday, US Secretary of State Marco Rubio demanded that the aid be distributed by the Catholic Church or other trusted relief organizations. At the same time, he held the government in Havana responsible for the worsening supply crisis.

The aid announcement comes ahead of planned charges against former Cuban President Raúl Castro. He is accused of ordering the downing of two small planes in 1996, which resulted in the deaths of three US citizens.

The allegations relate to an incident on February 24, 1996, when Cuban fighter jets shot down two Cessna planes belonging to the organization 'Hermanos al Rescate.' The group had previously dropped anti-regime leaflets over Cuba.
