The black-red federal government wants to raise the tobacco tax significantly more than previously planned, so that a pack of cigarettes will likely cost almost 12 euros by 2030.

Background of the plans

According to a drafting aid from the Federal Ministry of Finance for the governing factions, the price for a pack of 20 cigarettes is to rise in several stages from currently around eight euros to about 11.78 euros in 2030. This was reported by the Redaktionsnetzwerk Deutschland (RND) and the Deutsche Presse-Agentur on Monday, citing documents from the ministry. The adjustment would thus be about 40 cents higher than provided for in the ministry's previous draft, which the cabinet had only sent on its way the week before.

In concrete terms, this means: as early as next year, a pack of 20 cigarettes could cost 9.10 euros according to RND – 33 cents more than previously expected. Thereafter, regular tax increases are to take place over a period of four years. Pipe tobacco and cigarette tobacco (fine cut for hand-rolled cigarettes) are also affected by the increase.

According to the drafting aid, the stronger increase is justified both by budget consolidation and by the protection of public health. "Die geplante stärkere Erhöhung diene sowohl der Haushaltskonsolidierung als auch dem 'Schutz der öffentlichen Gesundheit'", it says in the document. A spokesperson for the Finance Ministry confirmed in Berlin the governing factions' wish for changes but declined to comment on details.
