Berlin, July 13, 2026
The German federal government plans a significantly sharper increase in the tobacco tax than previously envisaged, with the average price for a pack of cigarettes set to rise gradually from currently around €8 to nearly €11.80 by 2030.
This emerges from a so-called formulation aid from the Federal Ministry of Finance for the coalition factions, as reported by the Redaktionsnetzwerk Deutschland (RND). According to this, the governing factions have decided to adjust the tax rates provided for in the government's draft upward once again. A corresponding decision had only been made by the federal cabinet about a week earlier.
Higher Prices in Several Stages Through 2030
Specifically, the average pack price for cigarettes is to rise to €9.10 in 2027, whereas previously planned had been €8.77. That would be about 40 cents more than decided by the federal cabinet a week ago. Thereafter, it is to rise gradually to €11.78 by 2030, or according to the RND report to €11.80.
As RND further reported, the planned changes to the tobacco tax are to bring around €800 million more annually into the federal coffers than previously envisaged. From coalition circles it was said regarding the cabinet's decision to raise the tobacco tax that this serves fiscal consolidation. The federal government must close billions in shortfalls.
