In its official justification published in the EU's legal gazette, the bloc stated: "Durch ihre Aktivitäten spielt Nachala eine entscheidende Rolle bei der Erleichterung und Förderung von Zwangsmaßnahmen, die zur Vertreibung von Palästinensern führen und ihr Eigentumsrecht, ihr Recht auf Privat- und Familienleben und ihr Recht auf Selbstbestimmung sowie das Recht auf Leben und körperliche Unversehrtheit verletzen."

The EU first imposed sanctions related to settler violence in 2024, marking a significant policy shift. Thursday's action builds on that precedent, expanding the list of designated individuals and entities.

The sanctions were enacted after EU foreign ministers reached a political agreement in principle during a meeting on May 11. The formal legal acts were finalized and published this week.

Israeli Government Reaction

The Israeli government criticized the sanctions before they were imposed, arguing that such measures are counterproductive and fail to address the broader security context. Israeli officials have previously stated that they are capable of prosecuting illegal acts by settlers themselves.

The targeted individuals and organizations are now barred from entering any of the 27 EU member states. Any assets they hold within the bloc will be frozen, and EU citizens and companies are prohibited from making funds or economic resources available to them.

The West Bank, territory captured by Israel in the 1967 Middle East war, is home to over 2.5 million Palestinians and more than 500,000 Jewish settlers. The international community largely considers the settlements illegal under international law, a position Israel disputes.
