EU Parliament ratifies modernized trade agreement with Mexico

Since the original agreement from 2000 entered into force, trade between the EU and Mexico has quadrupled, according to sources in Brussels. Mexico is the EU's second-largest trading partner in Latin America after Brazil — conversely, the EU is the second most important export market for Mexican companies, after the USA. The Central American country is therefore one of the EU's most important partners on the American continent both as a sales market and as a supplier.

Agriculture: Opportunities for dairy and meat exports

European agriculture is set to benefit from the agreement, among other sectors. Mexico imports more EU agricultural products than it exports to Europe, but has so far protected its own production with high tariffs. Surcharges on cheese, butter, poultry, and pork are to be eliminated. However, for products such as cheese, butter, poultry, and pork, caps apply for duty-free imports from the EU — caps are in place, however, in order not to put excessive pressure on domestic Mexican production.

In addition to agriculture, Brussels-based sources also see the pharmaceutical industry and mechanical engineering as winners. According to sources in Brussels, pharmaceutical companies and manufacturers of components for the transport sector should also benefit. For machinery manufacturers, trade with Mexico will become easier because the country is relaxing its rules for components from non-EU countries. This means that more European components can be incorporated into Mexican end products in the future without these losing the EU preference within the overall volume.

Industry: Pharmaceuticals and mechanical engineering benefit

New opportunities are also arising in public procurement: European companies are to gain better access to public tenders. This opens up the possibility for EU companies to participate more strongly in infrastructure and modernization projects in Mexico, for example in the areas of transport, energy, and digital networks. Observers regard this as an important locational advantage in competition with suppliers from the USA and Asia.

The ratification by the European Parliament is regarded as a political signal amid strained transatlantic relations. With the agreement, the EU is focusing on a deepening of the existing partnership and on reliable trade rules beyond the US market. For Mexico, the modernization of the treaty is a contribution to economic stabilization in a phase in which its own dependence on the US market has come under pressure due to the tariff policy there.
