Federal Guild and PV Industry Criticize Austria's Photovoltaic Funding System as Unplannable

In the most recent funding call, the pot for investment grants for photovoltaic systems was reportedly exhausted after 33 seconds. In the second funding call for photovoltaic investment grants, nearly 28,000 funding applications were submitted. Due to the significantly smaller funding volume, however, only just under 3,000 funding applications could be considered.

The funding system in its current form helps no one, "on the contrary: it creates frustration, uncertainty, and prevents the plannable implementation of important projects," said Bräuer. Projects that failed to secure funding can be resubmitted at the next funding call in October 2026.

Demand for a System Change

The industry association PV Austria assessed the situation similarly. "Under these framework conditions, no funding would be better than funding that creates uncertainty and subsequently prevents projects," said Herbert Paierl, Chairman of the Board of PV Austria.

The Federal Guild is calling for a "fundamental systemic change" toward a "long-term plannable funding system." This is intended to make processing more reliable and enable businesses and private individuals to better plan investments in photovoltaic systems.

Political Reactions

The opposition party FPÖ also identifies a "total failure" in PV funding and likewise calls for a new system with "fair competitive mechanisms." This gives the criticism of the existing system a political dimension as well.

On the side of funding administration, it was emphasized that subsidies in the photovoltaic sector continue to meet with enormous interest. The high demand is seen as an indicator that the expansion of renewable energies in Austria is fundamentally desired.

Outlook on the Next Funding Call

Observers also see a fundamental question in this debate regarding the design of climate subsidies: while short calls allow for rapid distribution of funds, they offer applicants little planning security. The criticism from the industry is therefore not aimed at the goal of the funding, but at the process.

Overall, the current funding call highlights the discrepancy between political ambition and administrative implementation. The next funding call in October 2026 is seen by industry representatives as an opportunity to reset the course.

Elisabeth Zehetner is also named in the debate as a voice of the industry. The common tenor of the Federal Economic Chamber, PV Austria, and parts of the opposition is: the current system generates more frustration than progress in the energy transition.
