Greens Criticize Budget: The Wealthy Should Contribute More to Climate Protection

Gewessler pointed to the unequal consequences of the climate crisis. The richest, with their lifestyle, contribute most strongly to climate change, but as heat increases they can retreat "in ihr Ferienhaus am See." This group must therefore contribute disproportionately to the solution, the party argues. Those who bear the least responsibility for the consequences of climate change should not bear the main burden of adaptation.

At the center of the criticism is the reform partnership between the federal government and the states. The most recent announcements are "bestenfalls Reförmchen," according to Gewessler. "Echte Reformen" would "mutig hineingreifen in die Zahnräder des Systems," added the Green parliamentary floor leader. In doing so, the party picks up on the image of a half-hearted austerity policy that backs away at the decisive points.

Criticism of Totschnig and the Reform Partnership

On the question of how Austria is to achieve its climate goals, Climate Minister Norbert Totschnig of the ÖVP merely throws up his hands: He relies on "das Prinzip Hoffnung," as the Green parliamentary floor leader criticized. This stance stands in contradiction to the government's announcements, which present its reforms as forward-looking. The Greens see this as proof of a timid approach.

Gewessler also described her impression of the negotiations between the federal government and the states: A "mutlose Regierung" met with state premiers who had above all made clear what they did not want. This diagnosis points to the tension between federal-level power of obstruction and nationwide willingness to reform that runs through the budget talks.

For the coming week, the Green parliamentary floor leader announced an intense confrontation in the National Council. The five-day plenary session will be marked by "hitzige Diskussionen" on the budget. "Das Tempo bei den angekündigten Reformen befindet sich hier nicht auf der Tagesordnung," she criticized. The Greens will bring their demands into the parliamentary process and thereby increase the pressure on the governing parties.

Outlook on the Plenary Week

In terms of content, the Green criticism targets the distributional effect of the budget. Whoever causes the largest ecological footprint must also make the largest financial contribution. This linkage of climate and distributional policy is a core identity of the Greens and is intended to intensify pressure on the coalition parties ÖVP and SPÖ, which had set different accents during the election campaign.

Should the Greens fail with their demands, a further escalation of the budget policy debate threatens.
