Houthi Rebels Impose Naval Blockade Against Saudi Arabia

According to the Reuters news agency, the Houthis are preparing, at Tehran's request, to seal off the sea route for oil shipments in the Red Sea. This would mean the blockade would not only target Saudi vessels but would also affect all regional shipping traffic. The Houthis declared that Saudi Arabia is plundering Yemen's resources and blockading Yemeni ports and airports.

The announcement marks a significant escalation following a period of relative calm. Last week, the Houthi rebels fired missiles at Saudi Arabia after accusing the Kingdom of bombing an airport under their control. This ended a four-year weapons truce between the Shia Houthis and the Sunni Kingdom of Saudi Arabia.

End of the Truce and Background

The militia had previously threatened Saudi Arabia with attacks on oil facilities. Larger attacks, such as those the militia had carried out from 2023 onward, had not occurred since. The new confrontation about a week ago had already fueled fears that the war in Yemen could reignite.

Parallel to the naval blockade against Saudi Arabia, Houthi supporters at the beginning of June declared a "complete blockade" of shipping for Israel in the Red Sea. At the beginning of June, the militia also claimed responsibility for an attack on Israel. The escalation against Saudi Arabia thus fits into a broader strategy of regional power projection.

The background to the conflict is the Yemeni civil war, in which Saudi Arabia intervened in 2015. The Kingdom imposed an air, sea, and land blockade at the time, with the stated goal of preventing weapons smuggling to the Houthis. Since then, there have been repeated incidents with ships off the coast of Yemen. The blockade also serves as a means of economic warfare to pressure the militia and control the import of goods.

Humanitarian Situation in Yemen

Despite an informal ceasefire since 2022 between the Houthis and the internationally recognized government of Yemen, which is supported by Saudi Arabia, the humanitarian situation remains catastrophic. More than 22 million people in Yemen depend on humanitarian aid. A tightening of the naval blockade could further jeopardize supply lines and worsen the already precarious situation of the civilian population.

The Houthi militia sees itself in an asymmetric position of power through the blockade: with relatively little military effort, it can put pressure on one of the world's busiest shipping routes. International observers warn of potential impacts on global energy prices and the stability of the region. A diplomatic resolution to the conflict is currently not in sight.

If the blockade is actually implemented, Saudi Arabia is likely to come under considerable international pressure to respond to the provocation. At the same time, the risk is growing that the ceasefire in Yemen in place since 2022 will collapse entirely. The coming days will show whether the Houthis will carry out their threats or whether negotiations will still take place.
