Interior Minister Karner Plans Intensified Care for Children with Extremist Backgrounds

Together with State Secretary for State Protection Jörg Leichtfried (SPÖ), Karner also affirmed that in the Islamist-extremist field a "monitoring of persons posing a threat in very, very dangerous individual cases" is planned, as Leichtfried outlined at the press conference. This would enable state protection and intelligence services to intervene early before radicalization tendencies solidify. The monitoring is aimed at a narrowly defined group of individuals, Leichtfried emphasized.

Vienna as Pilot Region

According to Karner's remarks, the two-million city of Vienna is designated as the pilot region. The experience already gathered with the model is to feed into the development of similar projects in other cities. In doing so, the Interior Ministry pursues the goal of creating a uniform, nationally deployable concept that can be adapted to the respective local conditions.

Criticism from Children's Rights Organizations

The plans are meeting with clear criticism from children's rights organizations, parts of the judiciary, and the opposition. Among others, the Vienna Children's and Youth Ombudsman Service warns that "prison-like accommodation" of minors violates fundamental rule-of-law principles and international children's rights standards. Scholars also point out that repressive measures without pedagogical support are more likely to intensify radicalization than to contain it.

Karner counters that jihadists in Europe are in some cases very young and that the state must act early, particularly with regard to minors. The responsible authorities must have the means to extract children who are being instrumentalized for terrorist purposes from these structures. The minister spoke of a "responsibility toward society as a whole" that rules out a wait-and-see approach.

Open Legal Questions

Constitutional law scholars point out that any form of liberty-depriving measures on minors requires judicial review and is subject to strict prerequisites. It remains unclear on which specific legal basis the new facilities are to operate and how legal protection will be designed in individual cases. The role of the youth welfare offices and child and youth services in the federal states has likewise not yet been conclusively settled.

Political Debate and Next Steps

In domestic policy, observers are watching the alliance between the ÖVP and SPÖ on security issues with interest. While the governing parties present the show of unity as evidence of capable security policy, critics see it as an erosion of the principles of juvenile criminal law. The coming weeks are likely to show whether the plans achieve cabinet maturity and to what extent the parliamentary legislature will be involved.

Separately, Karner announced that cooperation with European partners is to be intensified in order to better pool findings on radicalization trajectories among minors. The networking with services in neighboring countries is intended to help respond earlier than previously to new recruitment patterns of Islamist networks.

What is certain is that the planned intensive care in Vienna is to assume a pioneering role as a nationwide model project. If the concept holds up in practice, comparable structures could follow in medium-sized and large cities throughout Austria. Success or failure will thus also determine how the state will calibrate the balancing act between security and children's rights going forward.
