Low Water on the Rhine: Deutsche Bahn Plans to Ease Freight Traffic with Additional Trains

The debate over the causes and the future direction of German waterway policy has also drawn in the federal government. Federal Environment Minister Carsten Schneider is calling for a fundamental restructuring of rivers. Simply deepening rivers, Schneider said, cannot be the answer to recurring drought. What is needed instead is a stronger reshaping of rivers — or even renaturalization — "away from canals toward natural rivers with meandering channels and floodplain landscapes that retain water across the land."

The shift of freight to rail can, in the view of experts, only be achieved to a limited extent at short notice. DB Cargo does have an extensive network, but free slots are scarce, and diverting entire logistics streams requires close coordination with inland-navigation shippers. At the same time, weather services warn that the low-water situation could worsen further if rainfall fails to materialize, which would add to the pressure on road and rail.

Mixed signals are coming from the business community. While some companies welcome the rail initiative, industry representatives point to the already strained situation in combined transport. Road freight rates could also rise if part of the shipments that normally travel via the Rhine are shifted onto trucks. Industry observers therefore expect supply conditions to remain tight.

Businesses and Freight Forwarders Under Pressure

The discussion about sustainable solutions has only just begun. Schneider also pointed to ongoing programs for the renaturalization of floodplains and the restoration of natural flood areas. According to environmental groups, such measures could help retain water across the land and mitigate the effects of future drought periods. Until such projects take effect, the short-term focus will remain on rail and road.

The European Union is likewise monitoring water levels on the Rhine closely. The river is one of the continent's most important inland waterways and a key transport route for bulk goods such as coal, ore, grain, and chemical raw materials. Repeated low-water phases in recent years have already affected industry along the river on multiple occasions, from steel production to the chemical sector.

Significance of the Rhine for Europe

At the same time, transport policy-makers caution that quick rail-based assistance must not obscure the need for long-term investment. Among the demands are additional shunting capacity, the expansion of transshipment terminals, and more reliable availability of freight wagons. Whether the support now announced by DB Cargo will be sufficient to bridge the acute bottlenecks will become clear in the coming weeks.

The reporting on the low water on the Rhine forms part of a broader debate about the consequences of climate change for German freight transport. Policymakers, businesses, and infrastructure operators face the task of combining short-term relief measures such as the additional rail capacity with medium- and long-term adaptation to increasingly frequent drought phases.

According to DB Cargo, an initial additional train is to run between the major Rhine ports as early as Wednesday. Further connections were said to be in preparation. Deutsche Bahn and its freight subsidiary intend to comment on this in the coming days.

The Federal Network Agency is likewise monitoring the situation and examining whether additional slot allocations to freight railways are necessary. The Federal Waterways and Shipping Administration has also announced that it will closely monitor water-level developments on the Rhine and its tributaries and, if needed, adjust further navigation-channel regulations.
