The tactical US nuclear weapons stationed in Europe, whose modernization has been debated for years, also play a role.

Poland and Finland, which only joined NATO in recent years, are among the states that explicitly advocate stronger nuclear deterrence. Both countries see themselves as particularly challenged by Russian foreign policy. At the same time, there are voices within the Alliance that warn of a new nuclear arms race and push for further arms control.

Differing positions within the Alliance

The consultations take place against the backdrop of a symposium on nuclear policy, at which experts from member states are discussing the future of deterrence. Rutte used the format to underscore the seriousness of the situation. He said NATO must not give the impression that it was letting up on nuclear security issues.

From within the Alliance, reference is also made to the state of conventional forces. Should the United States assume less nuclear responsibility in Europe under a future administration, European allies would, according to observers' assessment, have to take on new tasks. Rutte warned that a weakening of the Alliance would be the worst signal in the current situation. He also called on member states to raise defense spending and better integrate their armed forces. The nuclear dimension is one element in this, but not the only one.
