Earlier in the year, US President Donald Trump had suggested — following the capture of Venezuelan President Nicolas Maduro by the US Army — that Cuba could face a similar fate. This remark caused considerable irritation in Havana and in parts of Latin America and further fueled the already tense relations between Washington and the Cuban government. Cuba depends on a stable electricity supply to an unusual degree. Without electricity, air conditioners fail in the tropical heat, food refrigeration breaks down, and hospitals must fall back on emergency generators. The economic consequences of the recurring outages are severe: businesses come to a standstill, public transportation is curtailed, and the already strained supply situation regarding food and medicines worsens further.

The energy crisis has its roots in a combination of structural and political factors. Cuba's power plants largely date from the Soviet era and were built in the 1970s and 1980s. At the international level, Cuba has recently received diplomatic support from several Latin American states demanding an end to the US sanctions. At the same time, humanitarian organizations grew increasingly concerned that the ongoing energy crisis would further worsen the living conditions of the roughly eleven million Cubans. Aid organizations pointed out that, in addition to electricity, drinking water and medical care were increasingly affected.

The current outage is part of a series of incidents that have further undermined the population's confidence in the state supply. On social media, users in the affected regions reported hours-long waiting times, failed mobile phone services, and empty shelves in stores. The government announced that it would push ahead with the repair work at full speed and keep the population regularly informed.

The latest incident underscores the vulnerability of Cuba's energy system and the urgency of comprehensive investments in the grid infrastructure. Observers assume that without a fundamental modernization of the power plants and a more reliable supply of fuels, further large-scale outages are inevitable.
