Background of the initiative
In Corina Schena's view, the Swiss naturalization initiative failed not least because of its rigid 10-million cap. The political scientist explained that the cap deterred many voters because it would have created more problems than it solved.
In her assessment, Schena pointed to three concrete areas of risk: relations with the EU, the labor shortage, and family reunification. A rigid upper limit gave the impression that Switzerland could jeopardize important foreign policy and economic ties.
