A popular initiative in Switzerland seeks to narrow the definition of neutrality, raising the question of whether the country should continue to be allowed to impose its own economic sanctions on warring states.

In Switzerland, a popular initiative is pending that aims to recalibrate the law of neutrality. At its core, the proposal seeks to ensure that Switzerland may, as a matter of principle, no longer impose its own non-military coercive measures against warring states. This explicitly includes adopting economic sanctions of the European Union. Mandatory sanctions imposed by the United Nations, by contrast, would remain permissible.

The initiative is carried by the initiative committee around Walter Wobmann, who serves as the committee's president. Wobmann is associated with the SVP milieu and argues that current practice in adopting sanctions goes beyond the country's historical neutrality. Supporters contend that a clear separation between military alliance neutrality and economic sanctions law would strengthen Switzerland's credibility.
