Taiwan Deploys Coast Guard After Chinese "Security Operation" East of the Island

The Taiwanese coast guard stated that the Chinese ships were "monitored throughout the entire operation." Taiwan assessed the Chinese action as a violation of international law: the operation "violates international law." This further intensifies the already tense situation in the Taiwan Strait, where Beijing regularly signals strength through military and official presence.

According to the Chinese news agency Xinhua, the background to the latest Chinese maneuver is a dispute with Japan and the Philippines. According to reports, China's Ministry of Transport in Beijing had mobilized the coast guard from the provinces of Fujian and Guangdong to "carry out a special operation to enforce maritime traffic laws in the waters east of the island of Taiwan."

China's Justification: Response to Tokyo and Manila

As the Xinhua news agency reported on Saturday, Beijing's maneuver is "a necessary measure against the unilateral announcement by Japan and the Philippines that they would 'hold negotiations to establish a maritime boundary'" near Taiwan. China described the talks between Tokyo and Manila as "illegal" and claims sole control over the waters in question.

Japan and the Philippines had offered last month to enter formal talks "to establish the maritime boundary" of a joint economic zone. Shared concerns between Manila and Tokyo regarding Chinese maritime territorial claims have led to a significant rapprochement between the two states in recent years. From Beijing's perspective, the Japanese-Philippine initiative represents an unacceptable interference in regional security affairs.

Tensions Between China and Japan

By contrast, Sino-Japanese relations have deteriorated markedly since Sanae Takaichi took office. Tokyo has traditionally been one of Taiwan's closest diplomatic allies and has noticeably intensified its security policy cooperation with the United States in the region in recent years. China considers the democratically governed island of Taiwan a breakaway province that could be reunified with the mainland by military means if necessary.

Taiwan's coast guard announced that it would continue to closely monitor the situation in the waters east of the island. Should Beijing expand the presence of its ships or repeat the operations, a renewed response from Taipei is to be expected. The incidents fit into a series of similar maneuvers with which Beijing has exerted pressure on Taiwan and its regional partners in recent months.

Reactions and Outlook

International observers see the action as a test for the new Japanese head of government and the Philippine leadership. Both countries had significantly expanded their security policy cooperation in recent years. China's attempt to portray bilateral talks on maritime boundaries as a provocation suggests that Beijing wants to prevent a deepening of the Tokyo–Manila axis by all means. The current "security operation" is therefore less an isolated incident than part of a broader strategy to enforce its own claims in the western Pacific.

Taipei's response followed a familiar pattern: as soon as Chinese ships enter the immediate vicinity of Taiwanese waters, the coast guard dispatches its own units, documents the movements, and subsequently issues official statements. This approach is intended on the one hand to underscore its own sovereignty, and on the other to draw the international community's attention to the presence of Chinese ships.

It remains unclear how Beijing will respond to future Japanese-Philippine talks on the maritime boundary. Observers do not rule out that the current patrol is being used as a pressure tool to deter Tokyo and Manila from deepening their cooperation. Taiwan, for its part, is likely keen not to allow the incident to escalate further and to limit itself to an observant but resolute role.
