The US Bureau of Industry and Security issued a clarification over the weekend requiring a license to export advanced computer components to companies whose headquarters are in sanctioned states such as China or Macao.
The Bureau of Industry and Security (BIS), part of the Department of Commerce, stated that the measure is a clarification of existing rules, not a new regulation. It explicitly targets a loophole that had permitted the sale of cutting-edge semiconductors to firms outside China whose parent companies are headquartered in China.
According to the BIS, this loophole had been used to ultimately funnel advanced chips into China, undermining US efforts to restrict the country's access to critical AI technology. The clarification comes roughly one year after the Trump administration relaxed export restrictions on the most advanced semiconductors for the AI industry.
