WHO Chief Warns of 'Catastrophic Collision' as Ebola and Conflict Grip DR Congo

The epicenter of the outbreak is in the Congolese province of Ituri, a region plagued by armed conflict. According to the WHO, there are already more than 900 suspected cases and over 220 deaths in Congo.

A Dangerous Virus Strain

The situation is complicated by the nature of the virus itself. There is no exactly matching vaccine and no specific medication against the circulating Ebola variant, identified as the rare Bundibugyo strain.

Health experts say the infection chain can only be broken if infected persons are treated under the highest safety standards and their contacts isolate for three weeks. However, the ongoing violence makes this nearly impossible.

Due to the fighting, people are repeatedly displaced. Contacts of infected persons cannot distance themselves from others in overcrowded refugee camps, creating ideal conditions for the virus to spread.

The WHO has declared a public health emergency of international concern due to the outbreak. Tedros warned that the outbreak is 'outpacing the response,' using the German phrase 'überholt die Reaktion' to stress the urgency.

Regional Response

In response to the escalating health crisis, neighboring Uganda announced on Wednesday that it was closing its border with DR Congo with immediate effect, initially for four weeks.

The Ugandan government stated that exemptions to the border closure include medical response teams, humanitarian and security-related missions, and food and freight transport.

Senior health authority representative Diana Atwine announced at a press conference in Kampala that anyone who nonetheless receives entry permission must undergo mandatory home quarantine for 21 days.

The border closure follows initial measures taken by the Ugandan government the previous week, which included suspending cross-border public transport with Congo. So far, Uganda has reported seven Ebola cases and one death.

The WHO's call for a ceasefire highlights the dire intersection of public health and security, as aid agencies struggle to reach those in need amid the violence.
